Does past graduate work affect your application for PhD programs at Oxford and Cambridge?

Will strong work in a Master’s program compensate for a solid (but not immaculate) undergraduate GPA (US grading)? What is the equivalent minimum US GPA required for a successful application? Would strong work in a doctoral program assist in applying to do additional Postgraduate work?
